(Maybe it isn't? Maybe it's a little advanced? The only people we really see using it are captain and on a few occasions lieutenant-class. From translating, I also got the feeling that it was maybe kind of rare for someone with healing abilities to be able to use other techniques, such as destructive spells, at all, although it's been a while since I poked at that part.)
